Maintaining strong working relationships with the citizens and merchants of Salt Lake City by focusing on their safety concerns is a top priority for the Salt Lake City Police Department. Therefore, in an effort to deter criminal activity and to provide local law enforcement an additional tool in fighting crime The Salt Lake City Police Department has partnered with the Salt Lake City business sector and implemented a Video Surveillance Program. It is well documented that the use of video surveillance systems not only allows law enforcement to properly investigate crimes but also serves as a strong deterrent in reducing the appeal of criminal activity to potential perpetrators.
 
The goal of this program is to identify, memorialize and deter criminal activity in the City. Video surveillance is an extremely valuable investigative tool that substantially increases the likelihood of successful criminal prosecutions. The Salt Lake City Police Department anticipates that the implementation of a Video Surveillance Program will be another step in an overall strategy to reduce the fear of crime, reduce the number of calls for service and increase the quality of life in Salt Lake City.    
 
Program incentives:
 
Salt Lake City Police Department will reimburse participating businesses half the cost of a qualifying camera/surveillance system (up to a maximum of $1500) once the system is installed and in compliance with the program. Businesses that will be given priority for participation in the program would include but not be limited to those that conduct retail sales, banks and credit unions, restaurants, bars and nightclubs, grocery stores and any other business identified by the Salt Lake City police department based on past criminal activity or a defined threat assessment. 
 
 
 
 
 
 
 Program Requirements include:

 

  1.  Each business selected to participate must be located and licensed within the Salt Lake City limits.
  2. Retail and commercial businesses that sell merchandise and services directly to customers out of a specific location.
  3. Businesses with a direct customer access that conduct business via cash or credit transaction. 
  4. Businesses that cater to large gatherings of the public or employees. 
  5. The participating business will pay for initial purchase and set up of the system.
  6. The Camera System should have a minimum of four cameras attached to the system.
  7. The cameras should have a resolution level that will provide identifiable features of a suspect.
  8. The Police Department will be granted access on demand to recordings and or live feed.
  9. Each participating business must comply with the equipment manufacturer’s recommended maintenance schedule including maintaining and updating operation and maintenance logs.
  10. Installing and using one of the types of digital equipment recommended by the Police Department.
  11. Interior, exterior and common access points will be covered as recommended by the police department.
  12. Immediate accessibility by law enforcement officials to view, photo print, and use for case follow up.
  13. Remote access and unlimited operability and use by the Police Department during all business hours of operations
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 
Qualifying Camera/Surveillance System Specifications:
 
    • Base:  8 CH, Digital Recorder / PC based or Non PC based DVR recorder
    • HDD:  Optional internal hard drive / required external hard drive.  (Size required will vary.  Must be able to store 1 month of video surveillance)
    • Video-in:  NTSC video input format
    • Min Recording Rate:  720 x 480 pixels with 30 IPS minimum (30 IPS for 8 CH.)
    • Image Quality Setting:  Basic, Best, High, and Normal.
    • Pre-alarm Recording:  Yes (8 mb min)
    • Back up Device:  Support USB 1.1 / 2.0 flash drive backup
    • Compression Format:  MPEG4 / H.264 compatible compression codec
    • Picture Zoom:  Support 2X digital zoom functions minimum
    • Video Adjustable:  Hue/Color/Contrast/Brightness
    • Must make available the external viewer software or video CODE

 

 

The Salt Lake City Corporation and the Salt Lake City Police Department are not endorsing or promoting any particular vendor, brand, manufacturer, or supplier of surveillance equipment.

4.                  Upon approval of Video Surveillance Program Application, _________________ Business by and through its owners of record, their successors and assigns, hereby grants the Salt Lake City Police Department complete unlimited and unrestricted access to and control over the Video Surveillance Program Cameras, accessories and any and all related Surveillance Program Camera devices for the entire duration of need and for any and all purposes as defined by the Salt Lake City Police Department. It is further understood that such unlimited and unrestricted access shall be granted throughout the life of the camera/surveillance system.
 
 
5.                  In the event _________________ business fails to comply with the requirement and specifications of the Salt Lake City Police Department Video Surveillance Program, Salt Lake City Corporation acting on behalf of the Salt Lake City Police Department may seek to hold _______________ business by and through its owners of record, their successors and assigns, liable for full reimbursement of the matched funds amount, not to exceed $1500.
